Besides residing within a disadvantaged community, single-family or small multi-family homeowners must have a yearly income of 60 percent of the State Median Income. Alternatively, you may receive LIWP benefits if you are eligible for the California Solar Initiative’s Single-Family Affordable Solar Homes Program. Read the LIWP guidelines here.

We’ve taken notice that low-income households have a desperate need to reduce their energy costs, spending 15 to 20 percent of their income on energy bills, while average households spend less than half of that (according to the U.S. Department of Health and Human Services).

The California Community Services and Development (CSD) department decided to do something about this disparity. Their Low-Income Weatherization Program (LIWP) addresses this problem, installing solar panels, solar hot water heaters, and measures to improve energy efficiency to low-income homeowners in recognized disadvantaged communities.

California’s Low-Income Weatherization Program (LIWP) regional program provides solar panel and solar water heater upgrades.
